Notes
- This issue only affects when the PCS/ICS server version is prior to 9.1R16. Hence, 9.1R16 and later versions are not affected.
- The issue affects only mobile clients (Android Mobile Client And iOS Mobile Client). Hence, Pulse Desktop Client is not affected.
Cause
The PCS/ICS server fails to recognize the 22.x string is greater than 9.xx or 7.xx version.

Under the user access logs, we will see following log entry:
System()[] - Connection refused for Android mobile Pulse Secure client version (22.2.1) is lower than the minimum required version.
Solution
Workaround-1
Disable the minimum client version enforcement either for a particular platform (Android Mobile Client OR iOS Mobile Client) or for all the platforms depending on your requirement.
Note: If you want to disable the enforcement for only one platform, you can keep it as empty and it shall not enforce the minimum version. For example, below is a configuration screenshot where there is no enforcement configured for iOS Mobile Clients:

Workaround-2
-If all the users have upgraded to 22.x client, we can reconfigure the minimum client version to 22.x instead of 9.x. However, keep in mind that with 22.x set as minimum required version, all the prior pulse client versions such as 9.x will fail to connect.
