KB21072 - [PCS] Instant Virtual System (IVS) users are receiving maximum concurrent user signed in to the system error messages

Synopsis
Users attempting to login to the PCS (Pulse Connect Secure) on an IVS receive an alert message stating that the number of concurrent users signed in to the system has exceeded the system limit, despite licenses being available, and are not able to login.
Problem or Goal
The IVS (root or child) has been allocated user licenses for the IVS in equation for a minimum guaranteed number of users as well as burstable maximum users. The minimum guaranteed and burstable maximum user count is defined at System > Virtual Systems > systemName > User Allocation also depicted in screen shot below.

When the number of users logging in reaches the minimum guaranteed user count, no additional users are allowed, despite the maximum burstable user count being set and available.

The user access log will show this message: "IVS restriction: number of concurrent users (total signed in users) exceeded by the IVS limit (guaranteed users)".

Cause
Solution
 A fix for this is being planned for 7.1R3 of the IVE OS, tentatively scheduled for first week of July 2011.

A temporary work-around is to increase the number of minimum guaranteed users to the burstable maximum users.

The minimum guaranteed and burstable maximum user count is defined at System > Virtual Systems > systemName > User Allocation:
