This issue is due to the ICA file not binding to the correct loopback IP address; instead it is binding to some random IP address. The Client debug log from the user' computer displays the following information:

has to be mapped to the appropriate loopback IP address; but it is incorrectly mapped to some random IP address:

To correct the mapping issue, perform the following procedure:
- Open the Command Prompt with administrator rights, type the following command, wait for a status message, and reboot the client's computer:
netsh int ip reset c:\resetlog.txt
- Open the CMD Prompt with administrator rights, type the following command, wait for a status message, and reboot the client's computer:
netsh winsock reset
