The expected leasing behavior will be the following order (top to bottom):
- Hardware specific perpetual licenses**
- Perpetual licenses**
- CONSEC/POLSEC subscription licenses
- ACCESS subscription licenses
** MBR licenses must be installed on the license client to lease perpetual licenses. If no MBR license is installed, CONSEC/POLSEC subscription licenses will be leased first, then ACCESS subscription licenses.

MAG license client, the lease order would be:
- ACCESS-X600 perpetual license**
- CONSEC Subscription license
- ACCESS Subscription license
** MBR license will need to be installed on the MAG device to lease ACCESS-X600 perpetual license.
For the
PSA license client, the lease order would be:
- CONSEC/POLSEC subscription license
- ACCESS subscription license
