KB40980 - Pulse One publish failure with error message "block type"

This article describes an issue where publishing config changes from a PCS or PPS device to Pulse One fails with error message "block type".
Problem or Goal
When publishing changes from Pulse One to a PCS or PPS device to a Pulse One appliance, the publish operation fails with the following error message:
Failed to download appliance from Pulse One. Error:
Could not convert downloaded data for block of type to import command.
Failed to configure the import operation for block: [] operation: replace

This error occurs when using Pulse One to publish changes from a device that does not have a management port, to one that does, and vice versa.  For example, when pushing MAG2600 config to a PSA300. 
To resolve this issue, please upgrade the Pulse Connect Secure device for source and destination targets being used to pushed configs using a Pulse One appliance. The fix for this issue is will be available for Pulse Connect Secure 8.3R3 and above.

This issue does not require any changes or a software upgrade of Pulse One.
