This article describes an issue related to the Pulse Desktop Client failing to install from the PPS or PCS appliance despite being enabled
Problem or Goal
When trying to install Pulse Desktop Client via browser, the following message will appear: 
Error: “The Server configuration requires the application to be pre-installed"

The following snippet will be seen on the debug log:
 'DSSetupApplicationMgrManifest::processParameters()' ERROR: manifest file 
C:\..\preConfiguration_1.manifest has no components
'DSSetupApplicationMgr::prepareRequest()' ERROR: processParameters() failed: -2
The issue occurs due to "No components" is configured under the component set mapped to the user role. No components should be configured to only updates existing Pulse client configurations. Do not use this option for a new installation.
To resolve the issue, perform the following steps:
  1. Login to the admin web interface
  2. Navigate to Users > Pulse Secure Desktop Client > Components
  3. Select the specific component set
  4. Under Pulse Secure client components, Select All components
