Step1: Before launching the PCS URL via browser, launch Pulse client and click "
Connect "
Step 2: Click "
Cancel" on the Pulse Secure for Mobile client UI
Step 3: Login via browser and launch VPN

Pulse Secure Mobile client will launch and connect fine
