This issue is known to affect PCS 9.1R4.x and possibly prior releases.
The issue gets resolved on its own without any action.
The issue is known to be witnessed during peak traffic times.
To resolve this issue, please upgrade to Pulse Connect Secure 9.1R6 and above.
