Synopsis

PCS is stuck on message "Set "accept-license-agreement=y" in User-Data/Metadata passed to this instance" on Azure

This article describes an issue where user is deploying PCS on Azure using XML and VM is stuck on this message "Set "accept-license-agreement=y" in User-Data/Metadata passed to this instance"
Problem or Goal

After deploying PCS on Azure using XML user is not able to open Web-GUI and in console there is such information:

User must read and accept the terms of the Pulse Secure license agreement
before using this appliance.
Set "accept-license-agreement=y" in User-Data/Metadata passed to this instance

Cause
This issue occurs due to the special characters in the password field in XML.
Solution

When the PCS is stuck on the message: Set "accept-license-agreement=y" in User-Data/Metadata passed to this instance in Azure, the user must modify XML and change the password in the field to: <admin-password>****</admin-password>. 

This field should not have any special characters. For deploying Azure instance please use simple password with this requirements:

"Minimum password length: 10
Maximum password length: 128
Password must have at least 1 digits
Password must have at least 2 letters
Password must have mix of UPPERCASE and lowercase letters"

After that user must run again new instance with new password. Admin password can be changed after successful deployment of PCS.
