Synopsis
This article describes the issue where PCS is unable to allocated IP address from the Static IP Pools after upgrading to 9.1R12 version.
 
Problem or Goal
VPN Tunneling users are unable to get IP address from the configured IP Pools in a Cluster setup.

Cause
This issue occurs due the recent code change in 9.1R12 version which causes the IP allocation in the following scenarios:
  1. Only in A/A or A/P clusters. (Standalone devices are not affected)
  2. Combination of both cluster-wide and node specific connection profiles are used for IP allocation.

Solution

This issue will be resolved in PCS 9.1R13 version. 

Workarounds:
Remove cluster-wide and have only node specific connection profiles

Or 

Remove node specific and have only cluster-wide connection profiles

Or 

Add the node specific IP subnet/range to the IP address filter under System -> Network -> VPN Tunneling
