Synopsis
This article describes an issue where Pulse Connect Secure (AWS instance) remains stuck on "Booting the kernel".
Problem or Goal
When starting a Pulse Connect Secure (AWS instance) for the first time, the console screen may remain stuck on "Booting the kernel".

Cause
This issue occurs due to not accepting the licensing agreement via the AWS configuration. 
Solution
To fix this issue, perform the following steps:
  1. Go to the parameter settings for the AWS space.

  1. Go to the PCS Config Data section
  2. Change the 'N' to 'Y'. This means accepting license agreement. 

The below string are similar to the string in the PCS Config Data. 

The below string is set to 'N' - Does not agree on licensing
accept-license-agreement>N</accept license
The below string is set to 'Y' - Agreed to licensing
accept-license-agreement>Y</accept license
