After enabling lock down mode with Pulse Secure Desktop client, an end user will not be able to manually start the Printer Spooler service and the following error message will occur:
Windows could not start the Printer Spooler service on Local Computer.
Error 0x800706b9: Not enough resources are available to complete this operation.
It is expected for lock down mode to prevent the printer spooler service from initially starting during boot process. However, if there are no lock down exception rules configured then lock down may continue to block network connectivity needed to start the service.
