As best practice, it is recommended to create multiple web admin accounts so that there is a backdoor in the instance a password is forgotten, or ensure that SMTP works. When password is locked, it is locked permanently.
There is an ongoing effort in engineering to improve on web password management, but for the meantime, the only way to reset the password is to create a support case and reset the password via system debugging session with a developer.
UPDATE 11/12/2020:
Pulse One 2.0.2003 recently released has the web password management improvement stated previously.
To change a web admin password, you can use this command:
Pulse One > p1 domain admins password reset <Admin_Name>
